No, electricity cannot travel through a perfect vacuum. Electricity is the flow of electrons through a conducting material, such as a metal wire. In order for electrons to flow, there must be charged particles to carry the charge. In a perfect vacuum, there are no particles present to carry the charge, so there can be no flow of electrons and thus no electricity.
