Qiskit is not a quantum computer itself, but rather a software development kit (SDK) for working with quantum computers. It is an open-source framework developed by IBM that provides a set of tools, libraries, and APIs for quantum programming and research.

Qiskit allows users to design quantum circuits, simulate their behavior on classical computers, and execute those circuits on actual quantum hardware provided by IBM's quantum cloud services. IBM's quantum hardware is accessible through the IBM Quantum Experience platform, which is integrated with Qiskit.

So while Qiskit enables you to interact with and run quantum circuits on real quantum computers, it is important to note that the quantum hardware itself is a separate entity from the Qiskit software.
